The Santa
Nella County Water District in west Merced County has a need to expand the
District's wastewater treatment capacity, due to insufficient winter storage
capacity at the existing facility, and to accommodate growth within the
community over twenty years. As a subcontractor to Denise Duffy &
Associates, Questa completed the Wastewater Treatment and Disposal section of an
EIR for the proposed plant. The 0.16-mgd facility is planned to be located on a
54-acre property east of the Santa Nella community.
The initial
phase included construction of an off-site influent pump station, facultative
pond, and oxidation pond treatment, wet weather storage, and disposal by pasture
irrigation. The EIR discussed plant operations and treatment efficiencies, water
quality issues, existing physical conditions, regulatory requirements, impacts,
and mitigations. Impact analysis focused on surface and groundwater quality
issues associated with effluent disposal.
