This
preliminary engineering/biological assessment study evaluated design,
construction, and drainage issues along a paved, 1.7-mile, multi-use trail
segment connecting the existing Bay Trail at Pt. Wilson with Pt. Pinole Regional
Park to the south. The alignment for this segment parallels and is located
primarily within the Union Pacific Railroad (UPRR) right-of-way. The study
verified the preferred alignment, determined infrastructure and other
improvements necessary to accommodate the trail, and resolved possible
conflicts between neighboring land uses, sensitive wildlife habitat, and trail
users. Key elements included: 1) review and assessment of current EBRPD
agreements with UPRR, 2) determination of setback and safety criteria
established by UPRR, 3) determination of fencing/barrier types required to
separate trail users from the active railroad envelope and adjacent wetlands,
4) identification of storm drainage requirements and tidal influence areas
along the Montalvin Manor subdivision, 5) identification of potential wetlands,
endangered species, and other significant environmental issues,
6) development of the preliminary engineering plan and construction cost
estimate, and 7) completion of CEQA Initial Study. |
